Sanwo-Olu: ‘We’ve Improved Education Value, Spending’

Lagos State Government has been applauded by the House of Representatives for curriculum reforms and rehabilitation exercise being carried out in basic and secondary education across the State.

The House Committee on Basic Education and Services commended Governor Babajide Sanwo-Olu for providing executive support for Lagos State Universal Basic Education Board (SUBEB) to achieve its statutory mandate and make basic education attractive to children in the State.

The Committee chairman, Prof. Julius Ihovnbere, led members on a courtesy visit to the Governor at the State House, Alausa, on Monday.

Sanwo-Olu said his administration raised the education budget from eight to 12 per cent in the current year’s fiscal spending in line with its deliberate effort to build human capital through quality education.

He said the State considered it a policy direction to build proper foundation for children by investing heavily in primary schools, which is outside the State Government’s purview. He said: “In the last two years, we have made effort to build strong foundation for education in Lagos. In the current year alone, our budget was increased from eight to 12 per cent, focusing on improving human capital index. This is the area where we can create better future for the children and the youth. By providing the support, we are equipping them with capacity that will make them physically and mentally prepared.

“We invested heavily to deliver curriculum development through a scheme called EKO EXCEL. This is another intervention we made in primary schools when we realised we need to give pupils and teachers better learning environment. Lesson notes have been uploaded on teacher’s tablets with centralised server. This gives all pupils, irrespective of location of school, the same learning capability. We believe it’s from primary schools we need to build proper foundation for the children.”

Sanwo-Olu said the State was using three Government agencies to carry out renovation of the schools.

SUBEB, the Governor said, was used to drive the curriculum development, while Lagos State Infrastructure Asset Management Agency (LASIAMA) was charged with schools’ maintenance, planning standards and repair of facilities, including windows, ceilings and doors.

The Governor said the Ministry of Education, through Special Committee on Rehabilitation of Public Schools (SCRPS), is rehabilitating all public schools in distress and providing furniture for pupils. He said: “We deliberately went down to the primary school level because we don’t want to leave education and school reform to the local government to handle alone. In the intervention we are doing, we provided more than 100,000 furniture in primary and secondary schools across the State in 2020 alone.”

Sanwo-Olu said the State had set a benchmark for schools’ perimeter fence, urging the leaderships of Local Government Areas to key into the template in order to protect pupils and keep touts out of school environment.

Prof. Ihovnbere praised the Lagos Government for creating SCRPS with a special mandate to rehabilitate schools and provide materials that would encourage education. He urged other States to replicate the idea in order to improve the standards of basic schools.

The Committee chairman said Universal Basic Education Commission (UBEC) had paid over N37 billion to States for infrastructure maintenance and teachers’ training in schools.

He expressed concerns over non-provision of playing ground for children in some schools, but have pass mark to the State in providing conducive environment for children to learn. He said: “In Lagos, we have seen some encouraging level of progress in the provision of necessary infrastructure in public school system. The State has set the pace in several areas, and it is not called Centre of Excellence for nothing.

“We don’t want the State Government to relax in this effort. With the way Lagos is working to make education attractive, there is no doubt that the State would continue to be among leading States where enrollment in education has improved significantly.”

In a bid to ensure smooth and credible information gathering in Public and Private Schools, the management of the Universal Basic Education Commission (UBEC), led by Dr. Hamid Bobboyi met with Lagos SUBEB, Hon. Commissioner of Education and private education stakeholders of basic education institutions in Lagos State to sensitize them on the ongoing National Personnel Audit. Recall that the National Personnel Audit is an exercise in accordance with the UBE Act 2004, which empowers the commission (UBEC) to carry out regular personnel audit of teaching and non-teaching staff of all basic education institutions in Nigeria. The exercise is to establish a basic education data bank and also conduct research on basic education in the country. ![lasubeb_ubec2022_8.jpeg](http://157.230.58.69/uploads/lasubeb_ubec2022_8_df28a5f221.jpeg) The meeting held in LASUBEB’s Board room, had in attendance Executive Secretary UBEC, Chairman Governing Board UBEC, management staff of the Commission, SUBEB Chairman, Education Secretaries, Headteachers, representatives of the National Association of Proprietors of Private Schools, Association for Formidable Educational Development and Representatives of Muslim Schools. Hon. Wahab Alawiye-King explained that the numeration which commenced on 6th June, 2022, is to comprehensively gather credible data of Nursery, Primary and Junior schools in the State. ![lasubeb_ubec2022_7.jpeg](http://157.230.58.69/uploads/lasubeb_ubec2022_7_40086e70ea.jpeg) He furthered that the auditing process is not an attempt to sanction schools but to track the achievements of relevant sustainable development goals in the basic education sector. Dr. Hamid Bobboyi, Executive Secretary UBEC, who led the census team illuminated that the auditing is implemented by a multi-sectorial committee of the commission to determine the key performance indicators in the basic education sub-sector and also obtain reliable data for assessing the impact of basic education delivery. He added that the census will assist in identifying the gaps in the operating system, and also strategize on the approach to be used in solving the challenges facing the institution, affirming that it is not for tax or billing purposes. He mentioned that Lagos State has been undercounted due to lack of cooperation of private basic education providers, urging them to cooperate and support the enumerators in achieving an effective data gathering for national and global reportage. During the visit of the UBEC team to the State Ministry of Education, Honorable Commissioner, Mrs. Folasade Adefisayo stated that the counting will help determine the numbers of schools in the state pledging the Ministry’s support in achieving a successful information gathering exercise. Vice President NAPPS, Mrs. Otegbeye and Cordinator of AFED pledged the associations support and promised to sensitize other bodies on the exercise.

To ensure continuous motivation of the workforce towards the enhancement of quality teaching and learning, the Lagos State Universal Basic Education Board organized a get-together for school managers across the state on Friday, 13th May, 2022, at Olusosun Primary School, Oregun, Ikeja. At the ceremony, the Executive Chairman, Hon. Wahab Alawiye-King commended the administrators for their diligent contributions to the delivery of basic education services in the state. He noted that the essence of the gathering is to appreciate the educators for their conscientious dedication to pupils in Public Primary Schools and to charge them to remain committed. In his remarks at the gathering, he applauded Mr. Governor for the upward review of running cost to schools, adding that, the fund to be disbursed is to ensure a conducive learning environment for effective teaching and learning activities. He stated that Governor Babajide Sanwo-Olu is committed to the welfare and well-being of teachers in the state, urging them not to rest on their oars but to continue to discharge their duties with a high sense of responsibility. Alawiye-King also appreciated the Commissioner of Education, Mrs Folasade Adefisayo for her tireless efforts in the realization of the giant strides in basic education. Comrade Hassan Akintoye, NUT Chairman Lagos State, commended the state government on the increase in the running cost, adding that the increase will boost effective service delivery in schools. Chairman AOPSHON (Association of Primary School Headteachers of Nigeria), Comrade Olukayode Edun appreciated the State government for the recognition given to the school managers. He thereafter pledged continuous selfless service to the pupils and the state in general on behalf of his colleagues.
